7.       COMMITTEE RESOLUTIONS FOR CONSIDERATION

 

(a)                Finance and Corporate Services Committee

 

(i)        WHEREAS the Finance and Corporate Services Committee                supports the proposal of the Haliburton Highlands Water                       Trails (HHWT) Program presented on October 13th, 2009                including:

·     Increased rates and fees,

·     Increased operating season and

·     Expansion of existing rental program.

 

BE IT RESOLVED THAT the Finance and Corporate Services Committee hereby recommends to the Council of the Corporation of the Township of Lake of Bays that By-law #06-66, for the establishment and regulation of camping permits and their rates and fees to be collected through the Haliburton Highlands Water Trails Program be repealed to reflect the recommended revisions.

(b)               Heritage Committee

 

(i)         WHEREAS pursuant to The Ontario Heritage Act, as amended, the Township of Lake of Bays is mandated to keep a Heritage Property Register of properties within the municipality that are of cultural heritage value or interest, including those properties designated under Part IV and V of The Ontario Heritage Act.

 

            AND WHEREAS the Heritage Property Register will benefit building officials and planner to identify heritage issues up front, help communities evaluate properties and areas that may need protection now or in the future and to promote a community’s awareness of its unique landmarks and landscapes.

 

            AND WHEREAS the Heritage Property Register is intended to be an evolving inventory that will be continuously amended;

 

            NOW THEREFORE BE IT RESOLVED THAT the Heritage Advisory Committee of the Corporation of the Township of Lake of Bays hereby recommends to Council that the Township of Lake of Bays Heritage Property Register be adopted.

                        Chamber of Commerce and Events Tourism

·          Volunteers needed for both the Olympic Torch Celebration and the upcoming Winter Games.

·          Due to screening checks, training, etc. volunteers need to be registered by December 20th for the Winter Games and as soon as possible for the Torch Celebration.

 

                        Marie Poirier Planning and Associates

·          Terry Sararas has joined the planning firm and was welcomed with an Open House on October 23rd.

·          Good to see business in Dwight growing.

 

                        Veterans’ Wall Commemorative Service

·          November 8th at 2 pm in Dwight

 

                        Georgian College – New Strategic Planning Cycle

·          Next five years (2010-2015)

Councillor Casey reported on the following:

 

Huntsville Lake of Bays Chamber of Commerce

·          2010 Business Excellence Awards cancelled due to a busy spring season with various G8 activities.

·          The 2009 President’s Ball will be held Saturday November 7th at Deerhurst Resort.

 

District Ad Hoc Active Transportation Committee meetings

·          October14th and October 29th

·          The District Active Transportation Strategy Update is now available and includes a Preliminary Active Transportation Network and a prioritization of routes based on various criteria.

·          Input is being sought from the Area Municipalities and other stakeholders.

 

Near North AT workshop, October 15th, 2009

·          Workshop to share active transportation initiatives in Parry Sound, Muskoka and Haliburton as well as understand provincial initiatives that are underway.

·          Well attended event by over 50 participants, including 3 members of the LOB Parks, Recreation and Trails Advisory Committee

 

YWCA: Women of Distinction Dinner and Women in Business luncheon

·          There was a nominee, Bailey Drennan, from Lake of Bays for the Women of Distinction.

·          The dinner on October 15th was well attended and Cathy Jones (This hour has 22 minutes) was the MC.

·          The luncheon on October 30th was an opportunity to meet Beth Ward, the new Executive Director. Existing programs are continuing and a significant federal grant has been received to initiate similar programs for young boys and men since it is recognized that the cycle of violence to women cannot be broken without addressing the needs of men.

 

Creative Muskoka, various meetings

·          Monthly meetings are being held and discussions with the District of Muskoka have been held to see how Creative Muskoka initiatives can assist and enhance the implementation of the District Economic Strategy. There is good synergy between this group and the strategy.

·          Letters of support for the Creative Muskoka initiative have been received from over 15 arts and culture groups throughout Muskoka.

 

Affordable Seniors Housing Project, Bracebridge

·          On October 26th District Council approved a design build contract with Tambor Construction for an 80 unit affordable seniors apartment building at the Old Pines Site adjacent to the Pines Long Term Care facility in Bracebridge.

·          Federal and provincial funding has been received and the building is to be operational by March 2011

 

Parks, Recreation and Trails Advisory Committee meeting

October 21st:

·          Review of progress on 2009 work plan; committee is pleased with its accomplishments to date.

·          2010 budget requests and work plan are being developed.

 

2010 Ontario Winter Games: Games Organizing Committee and Local Organizing Committee meetings

·          Preparations for the Opening Ceremonies are well underway and the push for volunteers is going well. The public is responding well to media efforts to seek volunteers but more are needed and welcome. Each volunteer is being asked to do a minimum of 2 four hour shifts.

·          The Fiery Grill is catering the lunches for athletes and spectators for Women’s Hockey that will be held at the Baysville arena on Mar 5, 6 and 7.

·          The local organizing committee is progressing well with their preparations for the 3 day women’s hockey event with 8 teams.

 

Muskoka Watershed Council, October 23rd

·          Presentation on approach taken by conservation authorities in southern Ontario and 3 northern cities was very informative. Their emphasis is on rivers and streams as most CA areas do not have many lakes.

·          Due to the geographic nature of the watersheds in Muskoka our report card approach complements the approach of CA’s but also focuses on unique indicators. MWC members are pleased with the added features of its approach and feel that involvement of community members makes Muskoka’s Watershed Report Card quite unique and very meaningful.

 

Book Launch at Baysville Library, November 7th

·          Biography of Jack Thompson, long time resident of Baysville, was launched.

 

Remembrance Day Service, November 8th, Gristmill Park, Baysville

·          Annual service in recognition of service by veterans will be held.
