7. COMMITTEE RESOLUTIONS FOR CONSIDERATION
(a) Finance and Corporate Services Committee
(i) BE IT RESOLVED THAT the Finance and Corporate Services Committee recommends to Council the approval of Policy HR-3.1 Recruitment and Selection. Furthermore, that Policy HR-3.1 “Vacancies in Municipal Staff” be rescinded
(ii) BE IT RESOLVED THAT the Finance and Corporate Services Committee recommends to Council the approval of Policy HR-3.16 Job Evaluation. Furthermore, that Policy HR-2.2 “Terms of Employment Exception” policy be rescinded.
(iii) BE IT RESOLVED THAT the Finance and Corporate Services Committee recommends to Council the approval of Policy HR-3.17 “Revised Pay Equity Plan” to reflect a Job Rate of P90.
(iv) BE IT RESOLVED THAT the Finance and Corporate Services Committee hereby recommends that the Council of the Corporation of the Township of Lake of Bays adopt the Community-Based Strategic Plan.

(c) Parks Recreation and Trails Committee
(i) WHEREAS the Dorset Park Committee wishes to develop a concept with respect to proposed improvements to the existing skating rink located on Concession A, Lot 30, Ridout Ward, in the Township of Lake of Bays and requires testing of the soil;
AND WHEREAS pursuant to Table “B” of the Shared Services Agreement with the Township of Algonquin Highlands, any expenditure towards the capital improvements of these facilities must receive approval from both the Township of Lake of Bays and the Township of Algonquin Highlands;
NOW THEREFORE BE IT RESOLVED THAT the Parks, Recreation and Trails Advisory Committee of the Township of Lake of Bays hereby recommends that Council support the capital expenditure to be allocated from the Dorset Rink Reserve account for the cost of the required soil testing.
(ii) WHEREAS volunteer involvement is vital in strengthening our communities. It fosters civic responsibility, participation and interaction. It promotes change and development by identifying and responding to community needs.
BE IT RESOLVED THAT the Parks, Recreation and Trails Advisory Committee of the Township of Lake of Bays recommends to Council that the attached Volunteer Appreciation Policy be implemented as a means of recognizing our dedicated community volunteers and organizations for their outstanding contributions within the municipality on an annual basis.
(iii) WHEREAS the Parks, Recreation & Trails Advisory Committee receives the staff report “Application for Request of Municipally owned Land/Buildings (Friends of the Dwight Library – The Community Book Nook)”, dated September 23rd, 2009 for use of lands adjacent to the Dwight Library.
AND WHEREAS the Community Book Nook project will require no municipal funding and will promote cultural and literacy appreciation in the community of Dwight.
BE IT RESOLVED THAT the Parks, Recreation and Trails Advisory Committee of the Township of Lake of Bays hereby recommends to Council that the request for use of municipally owned lands adjacent to the Dwight Library for the development of the Community Book Nook project be approved.
(iv) Be it resolved that the Parks, Recreation and Trails Advisory Committee of the Township of Lake of Bays recommends to Council that the attached draft water access point signage policy be implemented for all public waterfront access within the municipality.

Councillor Tapley reported on the following:
CIBC Run for the Cure
· Over 200 participants and raised an astonishing $47,500 for research against breast cancer.
· The Northern Lights Steel Pan Orchestra provided entertainment.
· Congratulations to the organizers and the participants – well done!
· Dwight event is one of the smallest centres to host a Run and raises a disproportionately large amount of money.

Councillor Casey reported on the following:
District of Muskoka Council
· On September 14th, 2009, approved concept of a Wellness Centre for inclusion in the Affordable Seniors Housing beside the Pines Long Term Care facility, if funding from senior levels of government becomes available.
· On September 17th, 2009, Planning and Economic Development Committee approved a Forest Health education program and the final Economic Development Strategy for the District. Both items will be brought forward for approval at the October 5th District Council meeting.
Attended
· Ground breaking ceremony for the Lake of Bays Brewery on September 16th, 2009.
· 1st Annual Muskoka Magazines Awards dinner and ceremony. Awards were announced for outstanding leadership in 8 different categories. Have been asked to be on the judging panel. A number of Lake of Bays residents were nominated for various categories.
· Community Support Committee (Pines Long Term Care) Fundraising Dinner – held at the Muskoka Nautical Museum (Grace & Speed). Excellent dinner and the funds raised will provide opportunities to enhance the facilities at The Pines.
· Launch of new monthly magazine “What’s Up Huntsville/Lake of Bays” on September 28th, 2009. Magazine will highlight activities in Huntsville and Lake of Bays and will provide an excellent vehicle for the township to promote projects and events within our municipality. A Lake of Bays article will be included in the first issue.
Muskoka Watershed Council
· Met on September 18th, 2009 at the Township of Sequin.
· Interesting discussion with their Mayor about recent environmental initiatives and had a tour of their waterfront park.
· Township of Sequin has an agreement with MTO to terminate road sign contracts as they come up for renewal.
G8 Community Projects in Baysville
· Riverfront project is proceeding smoothly and the tender process for the Band Stand and public washrooms is on track.
· Baysville Community Group has been meeting diligently to develop Request for Quotations for the various project components.
· Baysville Horticultural Society has been working closely with township staff to prepare the memorial case and heritage plaque components for quotation.
· Both groups are grateful for the assistance and guidance of staff as they proceed through the appropriate process of implementing these projects.
Haliburton Highland Walking Trails (HHWT)
· October 1st, 2009 received an informal tour, along with HHWT Board Member Kelly Stronks, of camping sites in Ridout ward from Mark Coleman.
· Camping in this area is likely to increase due to the improvements in management of the camping opportunities in the HHWT area.
· Received an update as to the many benefits that have resulted in the former Frost Centre area as a result of the HHWT’s presence.
2010 Ontario Winter Games – Lake of Bays Local Organizing Committee
· Held second meeting on October 2nd, 2009 with Mike Malone, General Manager.
· Planning is proceeding well.
· Current push for all committee members is volunteer recruitment – volunteers are encouraged to register as soon as possible on the website at: www.2010ontariowintergames.ca
· Will be a great event for all of Muskoka!
