Why is the Official Plan being reviewed?

The Township of Lake of Bays is currently reviewing its Official Plan (approved on December 14, 1999), the key policy direction document for planning and land use in the Township.  The review is being undertaken to comply with the Planning Act and to conform with and implement Provincial Policy and District of Muskoka plans and policies.  This review is also an opportunity to ensure that The Lake of Bays Official Plan reflects the needs and aspirations of our community. In addition, changes are required to modernize the Plan and ensure it complies with recent legislative and policy initiatives.

New information related to trends affecting population growth, seasonal vs. permanent residential development, and demographics is available and the policies of the Official Plan also need to be revised in order to ensure that they respond to new realities.

How does the Official Plan affect me?

The new Official Plan will help guide present and future development across the Township by:

  • Deciding where particular types of development are or are not permitted;
  • Outlines the policies that new developments are to follow to ensure development is consistent with the vision outlined by the Official Plan;
  • Any modifications or new developments proposed on your property will be required to conform.

Process to Date

An initial meeting with the Council and the Official Plan Review Advisory Committee (open to the public) was held on February 11, 2014 during which time, the consultant and the Township discussed the various factors which would need to be taken into consideration throughout the review of the Official Plan.

We have also initiated a Facebook page (search for “Lake of Bays OP Review") to promote early consultation and feedback regarding what makes Lake of Bays a truly special place for its residents (both seasonal and permanent). 

The municipality’s Twitter feed (​​) will also be used to spread the word about the project.  Information on meetings and milestones will be published on each of these media as well as on this page.

"Background Document to the Official Plan Review (Tunnock Consulting, June 10th, 2014)" has been completed which outlines the research and the policy basis that will influence the Draft Official Plan Amendment.

The Open House and Workshops will be an opportunity for the public to view the Community Profile and to ask and answer questions related to development in Lake of Bays.

The Open House is scheduled for March 10, 2015 at 1:00 p.m. at the Township Office. This meeting will provide the public with a chance to review the document, ask questions, and submit formal comments for consideration. The Draft Plan will likely be further modified based on comments received at this meeting.

A statutory public meeting will be held on Wednesday, August 26, 2015 at 7:00 p.m., and this will provide the public with another opportunity to submit formal comments for consideration. Council will determine when the Plan is ready to be adopted and sent to the District of Muskoka for approval.

When will the new Official Plan come into effect?

Once adopted by Council, the Township will submit the Official Plan Amendment to the District of Muskoka for approval.  Under the Planning Act, the District has 180 days to review the adopted plan and issue a decision.

The District may approve, approve as modified, defer, or refuse to approve all, or parts, of the Official Plan and give a notice of decision. A person or a public body may appeal (subject to appeal rights) the District’s decision to the Ontario Municipal Board within the 20 day appeal period. If there is no appeal, the Official Plan will come into effect on the day after the appeal period expires.
